@WhoseSane asalaamualaykum bro, the tuition is free alhamdulillaah. On top of that, to aid you in your studies and time there, the University will give around 870 Saudi Riyals a month. So there is no scholarship, everyone is the same.
unfortunatelly this uni is only for men, but you can still apply to University Umm ul-Qoura in Mekka. You can study there if your mahram is legal resident of the city of Mekka :-)

Anyone over 25yrd old cannot apply but their are many other university you can apply. Being a hafiz al Quran is not nessacery.

Inshallah, they are opening a section for the sisters soon. I would recommend applying to all three (medinah U, mecca U, imaam saud U in riyaadh).
Imaam saud and mecca currently teach sisters too. And if you are married, if one spouse is admitted, the other is admitted automatically.
