Except with the guy in prison who had the phone inside him. He set that up as a fall back, just in case his plan failed.

There are just so many things that just smack of "we(the writers) couldn't figure out how to make this make sense so it just happens because we say it can" type of stuff. And it's non-stop in this movie. How the hell does that bomb go off and it affects everyone except the Joker? Bullshit, bullshit, BULLSHIT!! that's what this God aweful movie was. At least Batman & Robin never really took itself seriously

The thing you need to understand about the joker is that he's one of two prominent characters in comic books that consistently break the 4th wall. He has the ability to not only perceive the world outside his comic book universe, but interact with it. So it's not inconceivable that this could significantly affect his ability to plan ahead and know some things that he maybe shouldn't know.
