The NFL could just put a rule in saying if you get a felony conviction or 3 misdemeanor convictions while under NFL contract you are banned for life. This way you get rid of the idiots misbehaving off the field.

Of course the NFL can step in and modify things. Goodell is running a business and he's concerned that player misconduct might affect profits. If you had employees would you keep them if they were a perceived risk to your profits ? I doubt it.
If my employer found out I was running dog fights, beating up strippers, running prostitution rings, and getting DUI's then I would be fired on the spot.
There are also black players who favor the changes so it's not a race issue.

That 5-11 seasons was a fluke. All but one of their losses were by more than a touchdown.
And they were in the playoffs 4 of the previous 7 seasons.
The 49ers, on the other hand, prior to their first Super Bowl were atrocious. They were St. Loius Rams bad...
