dispel gets u and every party member free from any abnormal states, like if ur poisoned, skillsealed, cursed etc, and it dispells monsters and bosses too. its a really usefull skill if ur training somewhere where the mobs can curse u or if ur at bosses.
it' dispel their buff as well as bad things on you. like, if the monster has a sword icon above it, then it mean that its attack has increased. with dispel, you can remove its buff. just like how pap can sometimes remove magic guard or hyper body
