Nuclear bombs don't actually explode themselves, they just create a whole lot of heat. The heat vapourizes the water, creating a huge, rapidly-expanding cloud of steam.

Nuclear bombs don't need air, either. They work on the principle of a little bit of matter turning into a whole bunch of heat.
