Under Protocol III of the 1980 Convention on Conventional Weapons, the use of white phosphorus is prohibited as an incendiary weapon against civilian populations. Its use is also prohibited in air attacks against military forces in civilian areas.

The Israelis use white phosphorus (WP) in bombs they use on civilians. WP burns deep into tissue and is absorbed into the body through the burned area, resulting in liver, heart and kidney damage and in some cases multiple organ failure, ingestion and inhalation of WP smoke is fatal. WP continues to burn unless deprived of oxygen or until it is completely consumed.
