All desktop oriented linuxdistributions can be controlled as through both graphical interface and commandline. The graphical interface is actually optional but the commandline is always available. The most popular graphical user interfaces are gnome and kde. They are working on top of a system called X11 or xwindow which is runnin on the operating system. If you are in graphical mode you can actually startup a commandline (terminal) only it's got a nice border and menu and you can move it.
Simplification, and automation. Instead of manually opening, moving, and maximizing/fullscreening, each 6x, and a few manual desktop switches in the meantime, for a total of more than 20 manual operations, with in-between time where I must sit and wait for things to load, or whatever, before I can do the next thing, I just click a button, and it rebuilds my whole 5 desktops how I want them in about 22 seconds, while I play guitar, or stare off into space.

You make short scripts for each type of window you want to control, and if/when that window appears, it does what you want to it.
It can, e.g. switch it to another desktop, position it, scale it, maximize/fullscreen/center it, set its opacity level, etc.
Here I click a custom button that opens 6 of my daily-use apps, and they're then moved, and set up just where and how I like them.
Warning: it will take some reading to understand how to code up scripts for Devil's Pie.
