No, this is the opening two minutes of a drama film called ALWAYS 2 - SUNSET ON THIRD STREET. Godzilla makes a dramatic cameo in this film right here at the very beginning, the guy writing is actually writing a script for a movie that depicts what we just saw. Later on, the writer is approached by someone else who says "This script is a rip-off of Godzilla!" This prompts the writer to scrap the idea and throw away the script.

Hope that helped. Its a fun little tribute to the Big Guy. :)
