Clear ice is actually the safest. Ice that isn't clear is filled with bubbles which makes it weaker (weight isn't optimally distributed). For non-clear ice, one often needs about 3-4" of ice to be safe, as compared to about 1" of clear (black) ice.
Certainly 8cm (3.1in) is the recommended fresh water ice safety limit as prescribed by StatsCan, but that assumes worst-case cold-ice conditions. The beauty of (approximately) impurity-free ice is that the load is distributed over the entire ice surface, which is quite large. This means that despite having a lower flexural modulus, the overall stress per area of the ice is significantly lower. Now, I'm not an engineer, and so my math may not be correct. I will defer to one should one arise.
