It's the static from the radio. Every time some sort of creature or relevant location is close the radio will start to crackle. This is so that it's possible to play without using the torch, because monsters in this game are attracted to light.

The battle with Cybil freaked me out bigtime. Silent Hill one was a seminal video game of its time and continues to be the elusive standard for genuine psychological horror genre. I hope Silent Hill 5 can make the grade.
