Looking at the HANDS was forbidden when the cohanim blessed the people in the Temple. The purpose of this clip was probably to show that some YEMENITE Jews have the custom NOT to cover their hands during the cohanic blessing. I believe the prohibition against looking at the hands was in case they had some type of blemish then it wouldn't disturb the concentration of the one being blessed (though I'm not sure).
