The sound isn't anything amazing or secret. It's just a 1000Hz sine wave tone. Most sound programs and tone generators can create it for you.

They are made to calibrate a tv. The sound is constant and can reveal some defaults.
The colours are made of three primary colours (blue, green and red) and 3 secondary colours (cyan, magenta and yellow). The colours can help diagnose a problem in internal components.
