If there's only one web page (as I understood), Xeons would be overkill.
I have 2 simple websites and I ran them on a Pentium 2 machine at around 400 MHz, 192 MB RAM, without problems. Changed to an Athlon 2500 (?) and 1 GB RAM only after taking in care a dynamic page with php scripts.
my solution to a webserver is to use a laptop or pc that i have extra (still a good one) and install a server software and then have it run forever on a nice cooling system.
it's ok if you don't have important websites. If you charge clients for hosting, then the laptop is not good at all. Just think about HDD change time which is downtime and cost ot maintenance.
If your website has a daily visit of maybe 50-100 people over the course of the day, 256 MB is good. Else, as much as you can would be the best.
I used to run a PHP site that had a steady stream of 700-1000 viewers at any given time, and we ran 32 GB on that server with a Quad Core Xeon 2.4 processor.
Athlon MPs :) I like this box because its got some good old server hardware in it but honestly you probably could have gotten something more power/preformance efficent for a cheaper price. A nice dual core box with a pair of mirrored SATA drives would do the job nicely, use less power, probably cost less and probably be faster too. I guess it wouldn't look as cool though, heh.

I just found this one on ebay. You can usually find some relatively decent computers there for low(ish) price. The other option is to simply reuse an older machine. Unless you are running a very popular website you don't need much CPU power. Chances are you will run out of bandwidth before you run out of computer performance.
I really REALLY depends. For example if you're hosting game servers or using tons of perl scripts then you would need a lot of CPU power.
I suggest that you build one with an Intel Atom and 2Gb of ram and 2x160GB hard drives in raid 0.
I have three of these and they cost me about 360 dollars and they each use about 44watts on idle. If you want to run game servers, these would do a reasonably good job.
I currently have a business cable account with Cox Communications. I have sustained speeds of 10mbs down and 2 mbs. I can also get temporary speeds as high as 30mbs down and 3mbs up thanks to the DOCSIS protocol. I have 2 static IP addresses which is how I am able to run my own web servers.

Nice. I made my old Pentium 4 into a web/email server. It only have 25MB of ram. But it runs 2000 professional well.

You don't need 2 gigs of memory for a server though. 256mb will work fine.
