err... Timey Wimey Wibly Wobbly. Basically, in the episode where the master stole the TARDIS, it turns out that Utopia was just a barren inhospitable planet. They had to self evolve into robotic spheres to survive. The Master had mostly to do with this. Then he turned the TARDIS into a paradox machine so they could kill their ancestors without dying themselves. Then he opened a space-time rift to allow them all through.
