From the looks of the shadows it must be winter time in LA. So we're probably talking morning walks in the 50s and afternoons in the high 60s. If you never spend time in snow or heavy nighttime freezes, then it could feel quite cold.

But to me anything over 80 feels uncomfortable though I can go down to 20 degrees or even colder, provided the air is dry and it isn't dark and cloudy all day.

Not bone-chilling but it probably stays in the 70s most days, which is only like 10F warmer than in the coldest part of winter. So the coat might be OK on a cool and cloudy summer day.
