this art is centuries old, it's called Suminagashi in Japan, or Ebru in Turkey. Check for tutorials here on youtube> Dickblick tutorials has a good one. it's just ink/acrylic/oil paint, on water in a shallow bowl/tray. it can be done on any non-sized (chemical) paper, silk, cotton etc.

It's called water marbling. It's a special technique people use to paint their fingernails, but this artist is using it to create a picture. You start by adding drops of nail polish in a bowl of water and then moving the polish around with a pointed stick.

However, not all nail polish brands work, so you'll just have to experiment with trial-and-error to see which ones can be used for this. Also, you need to work quickly or else the nail polish will dry and harden.
