Hmm, I'm not sure about that one. Having the same DNA implies organic/biological parts as well as robotics; but the Megaman wiki tells me that the so-called "biometal" holds the "knowledge, personality, and other data" of a robot. It might not be true genetics at work here, simply a figure of speech to more easily explain how the robots work.

Then again, do most of the mechanics in Megaman make any sense? Look at 10-A sheep's weakness is a baseball(which has just RECENTLY been explained, because the ball is rubber.). The main series's character doesn't usher in peace, and his enemies creation does. Then, even so, humans become machines, making things "equal", which was pretty stupid...I guess we'll never really know. =/

Practically speaking, I guess that if your design plans are similar enough, then you're siblings. For example, Auto was made by Dr. Light just like Rock, Roll, and Blues (Proto Man), but his design is so different from theirs that he isn't considered to be their brother. In the end though, "brother" and "sister" are merely terms of convenience for robots, like ways of thinking about each other.

Tornado Man was the -one- Robot Master who didn't benefit from an electronica track. Did you hear his stage theme? This song practically BEGS TO BE METALIZED. Screaming guitar riffs are this track's bread and butter.
