He'atid because the "a" is Ayin, guttural, and ha'3atid doesn't go smoothly. Only because it's up to one vowel. For example, Ha'ir [העיר[ and not he'ir. But when it's in plural, arim - ערים (which makes it more than one vowel), you'd say: "he'arim" and not "ha'arim". Or, Ha'har - the mountain, he'harim = the mountains. [H is also considered to be guttural].
Hope it's clear, I need to find a better explanation :}

still,in Israel you will never hear someone say he'arim.its correct by the academy but no one really talks like that.
