The bags were part of a new luggage handling system trial at Christchurch Airport. Locals were asked to donate any old suitcases etc and they were filled with old books/magazines/newspapers etc for the trial. Once the trial had been completed and the system commissioned into service the trial bags were surplus to requirement, Old and tatty and thrown into to rubbish. Simple as that and thats coming from someone who was actually involved in the baggage handling systen trial
