Using Cisco Phone Designer 7.1(3) to push WallPaper Ring Tones

Does this Work with the 7960 ? and can you send me a link to the software because cisco is a evil twat and wants me to have an account with a contract ect ,

in all honesty i use mine at home and i wana change that cruddy cisco logo
