I have to agree with Steve's view that the Japanese are not reading enough in English. Or should I say, they are not studying English hard enough, period.
It's a complete myth that Japanese learners of English can read and write English better than they speak it.
My personal view is that Japanese kids simply need more school hours to learn English, so their English level can be on a par with that of kids in such countries as Finland, Holland or Belgium.
