Yes it does. You must've done it wrong, IWHBYD (I would have been your daddy) is the only way to get the complete Hayabusa armor, it also changes dialogue of enemys.

I don't get it... I've gone through the combination a ton of times and I just can't get the rings to light up for the life of me! I was on normal difficulty, I started at the beginning of the mission, and I swear I did everything that the video said, I even went back and looked at it again in theater to see if I was touching the rings and I know that I got it all right at least once, so I don't know what's up... I even made sure it was after Truth was dead and I had already killed all the Flood!

this works but be careful NOT to jump or get blasted in to any rings before you plug in the code or it wont work and you will have to restart the lvl. (i learned this the hard way)

@444ownage it makes your allies (marines ODSTs etc.) talk really weird random dialogue but dialogue is very rare. hence the name I Would Have Been Your Daddy random. when you get it read the description of the skull and you'll see what i mean :]
