Also, he told Brenda that he loves her and that he's gonna leave his wife for her, then he dumped her and his wife for a new woman. It's his ass that's most important to him, always has been, not Brenda. I see it as completely in character for him because he's been like that since forever.

I believe Pope would throw her under the bus, he's acting the same way as in the Pilot. If you remember when he told Taylor that he should not get involved with the case because if the case crashes and burns he'd prefer Brenda does that all by herself. It's exactly what he's doing now insisting that Raydor continues with the audit while not telling Brenda that he's the one who ordered her to do it just to make sure he'll stay the Chief of Police.
