The faint beep is a Locator Tone, so a blind ped can find the button. The rapid loud beep corresponds to the WALK signal, letting blind peds know that the WALK signal is on. The raised arrow lets you know which street the button is for. It may vibrate as well (Vibrotactile) for pedestrians who have both vision and hearing impairments.
The audio cue that the WALK signal is on can also be helpful for peds with developmental disabilities, as well as for anyone who is not staring at the light.
