I'm going to have a cat door installed in a metal door just like the one you use in the video. What kind of tool should the person use in order to make a clean hole? He said also that it shouldn't cost me more than 200 for the job ( I provide the cat door of course), do you think is OK?

Another possibility could be doing it into the wall.

The cat door is probably a square or rectangle, aprox. 30 min job. Once you trace template or the measurements given, drill a hole in the corner and use a jig saw with a fine tooth metal blade and four screws and your done... GOOD LUCK
