Probably the cows were test subjects for vacens and the cows were tested with a vacen for the zombie virace but instade of cureing it it made the virace spread and the cows were infected too and they locked them in that room and the cows cant break out so they keep mooing.

The zombies have a second buffer zone for when they stand up. You have to wait a second after knocking them down before anything can hurt them again.
