I highly highly suggest to have a Operating Floppy Disk first. put the floppy disk in reboot select the fourth selection wait for the DOS type>> format C: after the format,reboot select the second selection(and put windows 98 CD in) type the CD drive location code(like R: E: ...etc) wait for the DOS type setup don't eject the floppy disk before the completion of the install

For sure regular Format c: does not erase everything. The registry probably still remains. I can tell cuz certain settings are the same. So I ran Fdisk to delete everywhere possible. Next thing I know upon "setup" the computer stumped upon checking the registry and would not start reloading even with ROM support. So now I did format c: /s then entered Setup and it worked. Still not sure if it completely erased.
Note the below method does not erase the registry. And if you do erase the registry by deleting partitions in the fdisk procedure the computer might not reload up Window 98 when you type setup
Search 'windows 98 security update for web connections". If you want to go to the internet with 98 you have to 1st have IE6, the internet will crash it otherwise. I was able to have a half website crash by not hitting OK after the first Icon with the red alert symbol. Thus as it was crashing I still downloaded IE6. See below "what others are downloading" to get all relevant 98 updates such as the high encryption pack. There seems to be about 3-4 other downloads that may improve things

you probably have to install the controller card drivers for your motherboard, as it may be unsupported. Look up your motherboard manufacturer's website and read the manual to see what type of hard drive controller you have.
if you are using an actual computer then burn the iso to a cd-r not rw it will not read rw even if your computer supports one it will not read it so burn to cd-r then insert and do the stuff in the previous comment
if you are using virtual pc from microsoft then go to cd and capture iso image then select your iso and do the stuff in the previous comment

Every time I've done this with used drives I don't let it restart
I just bomb the partition
and create the new one all in the same Fdisk session and it's always worked for me
that's
> boot
> delete primary partition
> create primary partition
> then restart
saved me some time, the only time I'd go the extra step is if the drive was suspected of having an mbr or boot sector virus then I'd take the extra step of exiting the fdisk session

I have only used the floppy to erase the partition so if you have the full installation disc of Windows 98 or Windows 98 SE you can put it in and Windows setup will ask you to setup your drive and the setup will set it up and it will also format it for you and it will continue to install windows without even needing to restart your computer. Please note: The process I described up above only Works with the full install Windows 98 And 98 SE cd's it will NOT work with Upgrade discs.

I mean you could install XP, but it may go super slow and not work as you may want it to.

@hellearl24 windows 98 came with the floppy hes useing, and the cd, the cd is NOT bootable (most BIOS back then could only boot from floppy)

if you are running it from a cd when it starts make sure you start with cd rom support then type the cd drive then a colon for example D:
now it will look like D:\>_
the type setup.exe the finished command should be
D:\>setup.exe

Perhaps your harddisc is corrupted or out of order. Did you only format it or did you use the fdisk command to create partitions?

I have only used the floppy to erase the partition so if you have the full installation disc of Windows 98 or Windows 98 SE you can put it in and Windows setup will ask you to setup your drive and the setup will set it up and it will also format it for you and it will continue to install windows without even needing to restart your computer. Please note: The process I described up above only Works with the full install Windows 98 And 98 SE cd's it will NOT work with Upgrade discs.
