Straub is probably wrong in the claim that we didn't used to have serial killers. Truth is that only one in million people will have such tendencies and they simply got caught quicker before since in a small town pretty much everyone knows everyone else and when someone is murdered the case is usually solved fairly quickly.
I recall reading the hypothesis that serial killers didn't exist prior to the Industrial Revolution because there was simply to much work to be done and no time to go out and satisfy any hobbies one might have, such as murdering someone.
