1200~$3000CDN is cheap lol in canada that buys you a good condition ninja 250, a dropped early FI 600 supersport or a good condition high mileage 10-15 year old sport bike. nice bike, i hope u got your asking price :)
That bike looks SO good in ed and white. I also have to say that U.S. is lame for not having bikes like these. If I ever move to europe, buying one of these bikes is the first thing I'm doing.
To make 33 bhp, it will have a restrictor kit. All they do is restrict the airflow into the engine. There will be no mechanical damage because of this.
Yes, they are a good first bike. The suspension might be a little stiff for somebody planning to get a lot of miles under their belt (particularly the rear shock) but it is a very good first bike, especially for somebody who is planning on riding sports bikes later on. The honda RC30 (VFR400) is a bit better though.

noooooo dont let the enigine run on the side stand at a zxr400 its bad for the camshaft because of less oil supply
