I had the exact same problem! The problem is that the auto exposure option doesn't seem to work well. You can fix this by going into live cam centre and clicking tools/video source. uncheck the auto exposure tick button and use the slider to get better frame rate. I have mine set on "-5" (I have bad lighting) to give me 30+ fps on 800x600 and on 1280x1024 the same settings will give you 9-10 fps. also make sure that you have set the fps in video format to 30 or 9 depending on the res your using.

Same problem on Windows 7... works perfectly on XP, Linux and even on my Mac. Definitely not a hardware problem!!
