@wingedsaiyan Not sure entirely, but it's probably one guy in a suit operating one set of arms and the legs, and the rest may be robot like the way they do dinosaurs at the Museums when their heads swing and mouth opens, it looks similar to Goro... notice how he has very little movement. At most he walks, but nothing like fighting and running around and stuff. The fight where he killed the black guy may just be the machine's arms swinging OR

@wingedsaiyan I think the guy controlling the outfit is the legs and lower arms. His head is probably somewhere around Goro's chest where the neck meets the chest. And watch the movie - the only motion the upper arms do is they stick up when he's roaring, and they swinging. He's not doing flips or even jumping. You don't seem him climbing or really moving. This fight is probably the most Goro moves in the whole movie.

It's just a theory though.
