He doesn't need to be nerfed. Any proper game techies is countered effectively by wards. And when you decide it's time to end you get a gem and do it.

Actually techies was buffed last year by making him benefit from aghanim. This was a major buff as techies could be played in a new way now. You go to the woods beside their push and place a mine on top of them and detonate right after, then blink away so they wont roflstomp you. I think the new mine is 900dmg and 1000 range or so.

Refresher, Guinsoo, Orchid, Shiva, Aghanim, BoT... this build is often seen in pugs. It's practically impossible to get in a rated game.
