I think Doug misspoke in this video. If this groove were in the key of G, it wouldn't contain an F as the seventh. His groove, therefore, would spell out the key of C. Slip of the tongue not withstanding, Doug is among the elite. Such an inspiration to me...I'm always humbled to hear him practice his craft.
I don't believe he misspoke. The groove is pretty ambiguous as far as the mode he's playing. The tonic is G, and he's using a flat seventh like you mentioned, but you could say that it's tonality is fairly liquid - especially in groove based music. It's not uncommon to hear a flat seventh over simple major chords in blues/funk, just as it's not uncommon for musicians to colloquially refer to the appropriate tonic as the "key".
He didn't use any effects on this clip.If you are referring to his pedal board, then I find that as relevant as asking an orchestra why they use so many instruments.
