Surah Touba - 1 - 13

@ 1:30, he recites, "Then when the Sacred months have passed, then kill the Mushrikun wherever you find them, and capture them & besiege them, and prepare them for every ambush" can someone plz explain what this means? It sounds like something Islamic exteremists dissect from the Quran & use to kill innocent people. I know that the Quran condems such, but what does this ayaah mean? Plz help me & any others clear any confusion about this line.
