I think that the shots and training that the order do, makes the chosen person into some kind of superhuman, and when the person gets stressed, or really mad, and there "instincts" or whatever kick in, something happens, and they become unstoppable. I think thats why the watchers don't want to stress them out too much, because then they could get hurt. And I think the watchers are there to make sure that the person doesn't hurt anyone else.
