A policeman friend of mine went to his wife's Back-to-School-Night. Imagine his surprise when he realized he had PREVIOUSLY ARRESTED half of the parents in attendance!
The problem is systemic as most problems are with anything public. Most schools are funded by income tax. The lower the income of an area the less revenue the school has to work with. This problem could be remedied quite quickly by redistributing the tax dollars across the country equally regardless of the income of an area. People are afraid of spreading the wealth around though. A strange thought comes to mind though, we are only as strong as our weakest link in this country.
People don't want to fund education with national tax then complain people in poor areas have low academic performance, and use that public schools don't do as well as private schools don't do as well on average (because of how they run it) as an argument against public schools in general. Don't abandon, improve. There's no incentive to though, it's positive feedback loop, making public education worse creates arguments to make it even worse. All hail the mighty markets =/
When there are no proper ways to evaluate performance, people usually turn to seniority. Think: U.S congress. It is now possible for one to mother-fucking die in the "peoples' house".
There are a lot of concerns I have if they decide to cap the number of teachers they can fire based on seniority. They can pretend that they are doing everyone a favor by capping it, then turn around and fire any teacher that earns a high salary so they can save even more money. While I agree 100% with you that job performance should be the deciding factor, the way we evaluate teachers sucks. We pretty much go off of test scores alone, which means poor areas will STILL lose more teachers.
Here is a thought Ana; Propose a better, more diverse teacher evaluation system. Students should have an anonymous say, a union designated peer review, at least 2 administrators and encourage teachers to teach controversial issues-don't punish them!

Isn't LA the town that just built that half billion dollar spa for fancy pants kids? Is that why they don't have money for teachers? Ana's right, "No Child Left Behind" and "Race to the Top" were both complete failures, a punishment for schools that take on children of poverty by withholding funding due to lack of achievement on standardized tests.

The worst teachers and the most boring teachers I've had were more experienced. But I've had some experienced teachers that were great too. I don't think I've had a young teacher that I didn't like.
This system has been in play in sweden for a long time too and it's bullshit. It's wrong to reward anything but merit, especially in the school system, and, like you say Ana, the worst teachers are the old ones who just don't care anymore or are so high on their unfirable power trip that they even abuse their position.
I think every year people just ask the kids to write papers on why they dislike the teachers, because I've had a teacher where every year 4 kids from each of his 4 classes complained, and he's still at that school 8 years later. because its impossible to fire him. Only reason everyone doesn't go down to the office is because they're lazy.

In a labor job, a union is beneficial as you can work longer by getting better jobs. In education, not so much. I can remember one TERRIBLE teacher that tought many, many kids after me. Good teachers that innovate and use reason should be kept regardless of "punching the clock".
@obadhai03 I agree, I've spoken to several younger teachers and they really don't like the teacher's unions and feel like they're getting hosed sideways. Especially when te unions aggressively demand pay raises and stuff knowing that the raise will result in job cuts. I'm speaking about the illinois teacher's union, we're the highest paid teacher's state for a reason, and its not because our teachers are greater than anyone else's, Its because of the money hungry union.

Some of my best teachers were fairly new and some of the worst were the ones that had been teaching long enough to have a change to get into administration... so that just basically stopped teaching. Showed up, had us read or watch movies (Ms. Congeniality 5 times in 1 trimester in an economics class). The ACLU does kick ass.

I think people are confusing the issue here a little. The issue is not just seniority but about the uneven level of layoffs affecting less affluent students.

the most senior teachers should, by virtue of having the most experience, be the best. If they are not, then they should be the first to go, not the last. I can forgive a junior teacher not being great. I cannot forgive someone sitting on his/her ass for 3 decades and never improving.
All things being equal, I don't have a problem with seniority being 1 factor considered. IMO in exchange for seniority being considered, those teachers should accept the district moving them into those schools that are at a disadvantage.
If someone has an explanation don't be afraid to respond, but I don't quite understand. you say you have a problem with teachers being fired based on lack of seniority, and rather it should be the performance that is judged.
But if you have higher seniority you clearly have more experience. you perform on a much higher level, and if I had to choose between the teacher who had been around the block 20 years and the one who was starting her first year, I would have to make the call.
As a teacher I agree with a seniority system, but not the one that is currently in place. I think first you should rank teachers as tenured and non-tenured. You can't fire tenured teachers and their seniority is based on a mix of education, experience, what they have given to their field, and performance (25%-10%-25%-40% perhaps). Non-tenured teachers get their seniority on the same basis as tenured but within their bracket. Similar to univ.. seniority.
Always thought tenure was a destructive concept. I'd be glad to see it taken down. Still, I wonder how you get performance based hiring and firing in a public institution where no one is accountable to the public. It seems to me we have some serious flaws in our democracy. Maybe citizens need to be allowed to engage more directly with public services, such as being able to dismiss principles where their children attended school or managers at their local post offices.

I don't consider democracy mob rule. Schools should be answerable to the parents. I've seen lousy teachers who didn't do their jobs and no one could remove them. One bad teacher can mean thousands of kids don't get a science education or a history education or fall behind in math.
I'm against Seniority based firings as well, however, if it came down to performance and the performance levels were the same I would have to say that then seniority would have some added weight to the decision.
This is the first good reason to limit union contracts. I am a union supporter and a former union worker. I think that unions are great and benefit everyone. I believe that at least in teaching, the seniority clause must be removed from contracts, so that school districts can retain the best teachers, especially in a poor economy. Hopefully, republicans will see this as a good improvement and stop focusing all of their hate on teachers.
I don't know if this district has them, but another problem with seniority is pensions. But I agree - retaining teachers merely based on seniority is not good policy.

I would agree to some extent (mostly in fact that younger teacher are jazzed about teaching. But experience has it's benefits. I had a science teacher in High School, who was old enough to be my grandma, but she had the biggest effect on me of all my teachers. Not that she was the best teacher of them, just that she had the most impact on my development. She made me a reader. She made me think. She made me want to learn more.
I understand why the newer teachers get fired more for budget reasons; however if they do it to the point where it happens that badly they should move the teachers so that all schools have it to deal with it equally. Performance should be a factor, but seniority should be as well; there needs to be balance. I'm not sure how they could do that, but I'm sure they could figure it out.
Ana what about a maximum amount of teachers fired per school? so the Boards HAVE to fire teachers across multiple schools? so one or two schools don't end up loosing most of there teachers?

The whole education system needs radical change. The way it is right now, it doesn't really prepare kids for anything, except prison maybe, because that's all public school really is, a prison/babysitting service. The answer to fix educaton is always to throw more money at it, never to address how worthless the education the students are recieving actually is.

I think that you are right and that teacher tenure is a serious flaw in our educational system. Unfortunately this is one of the issues I have with labor unions, in this case the teachers union, and their stranglehold on the Democratic party. Living in an area that has some of the worst public schools in the country we see this first hand. The Teachers Union will defend tenure with their dying breath and use the Democratic Party to do it. As a Democrat, this is my #1 complaint with the party.
I'm with you Ana, I've had some very BAD teachers, that really "called it in", and they had tenure, so they didn't care. I even had a teacher that only used the chalk board once the entire year.
I don't get tenure, Job security should be based on performance only, not a policy that locks in teachers for seemingly performing well for a few years in the beginning.
This happens in a great deal of other areas as well. GA for starters where I live and good teachers get fired because they are new to the school. Even in rich areas.

My sister is an instructor at a beauty college. She does a better job for her students by putting a lot of time and effort into her classes and make them fun! Shouldn't beauty be fun? Anyway, other teachers' students are jealous and she thinks that the school will make her be boring and tired just like them. Nobody's getting fired, so it's not the same context as this; but still fucked up. Seniority is lame, change is good. First :D

Ana's the best. Idiots who hated her in the first place clearly never spent time with a woman. She always has the most balanced and unbiased opinion on things from a woman's perspective, never too feminist. Excellent member of the team and it is really great for her to get her time to herself without Cenk around, as much as the banter between the two of them is one of the main reasons worth watching!

In a labor job, a union is beneficial as you can work longer by getting better jobs. In education, not so much. I can remember one TERRIBLE teacher that tought many, many kids after me. Good teachers that innovate and use reason should be kept regardless of "punching the clock".

@obadhai03 I agree, I've spoken to several younger teachers and they really don't like the teacher's unions and feel like they're getting hosed sideways. Especially when te unions aggressively demand pay raises and stuff knowing that the raise will result in job cuts. I'm speaking about the illinois teacher's union, we're the highest paid teacher's state for a reason, and its not because our teachers are greater than anyone else's, Its because of the money hungry union.

Ann is 100% right on this. Some of my best teachers were fairly new and some of the worst were the ones that had been teaching long enough to have a change to get into administration... so that just basically stopped teaching. Showed up, had us read or watch movies (Ms. Congeniality 5 times in 1 trimester in an economics class). The ACLU does kick ass.

the most senior teachers should, by virtue of having the most experience, be the best. If they are not, then they should be the first to go, not the last. I can forgive a junior teacher not being great. I cannot forgive someone sitting on his/her ass for 3 decades and never improving.

All things being equal, I don't have a problem with seniority being 1 factor considered. IMO in exchange for seniority being considered, those teachers should accept the district moving them into those schools that are at a disadvantage.

If someone has an explanation don't be afraid to respond, but I don't quite understand. you say you have a problem with teachers being fired based on lack of seniority, and rather it should be the performance that is judged.
But if you have higher seniority you clearly have more experience. you perform on a much higher level, and if I had to choose between the teacher who had been around the block 20 years and the one who was starting her first year, I would have to make the call.

I recommend the book, Savage Inequalities by Kozol. It is without a doubt, the most depressing book I have ever read. I did a review on my channel.
It's all about making sure that the poor & uneducated remain poor & uneducated. To maintain the status quo & keep the rich white folks in power.

As a teacher I agree with a seniority system, but not the one that is currently in place. I think first you should rank teachers as tenured and non-tenured. You can't fire tenured teachers and their seniority is based on a mix of education, experience, what they have given to their field, and performance (25%-10%-25%-40% perhaps). Non-tenured teachers get their seniority on the same basis as tenured but within their bracket. Similar to univ.. seniority.

Always thought tenure was a destructive concept. I'd be glad to see it taken down. Still, I wonder how you get performance based hiring and firing in a public institution where no one is accountable to the public. It seems to me we have some serious flaws in our democracy. Maybe citizens need to be allowed to engage more directly with public services, such as being able to dismiss principles where their children attended school or managers at their local post offices.

@TheGiantRobot I'd have to guess U wouldn't want UR livelihood subject to mob rule. The citizens shouldn't allow tenure to be mis used to prohibit the removal of the truly incompetent. IMO tenure needs to remain in place to protect staff from thing beyond their control. A teacher /coach being removed because there team that a group in the community think it should have. hasn't had the winning season. Or that science teacher that has has been judged godless somehow.

I don't consider democracy mob rule. Schools should be answerable to the parents. I've seen lousy teachers who didn't do their jobs and no one could remove them. One bad teacher can mean thousands of kids don't get a science education or a history education or fall behind in math.

This is the first good reason to limit union contracts. I am a union supporter and a former union worker. I think that unions are great and benefit everyone. I believe that at least in teaching, the seniority clause must be removed from contracts, so that school districts can retain the best teachers, especially in a poor economy. Hopefully, republicans will see this as a good improvement and stop focusing all of their hate on teachers.

I don't know if this district has them, but another problem with seniority is pensions. But I agree - retaining teachers merely based on seniority is not good policy.
The ACLU is a mixed bag - they are also defending the Phelps clan for their "right" to picket funerals.

I would agree to some extent (mostly in fact that younger teacher are jazzed about teaching. But experience has it's benefits. I had a science teacher in High School, who was old enough to be my grandma, but she had the biggest effect on me of all my teachers. Not that she was the best teacher of them, just that she had the most impact on my development. She made me a reader. She made me think. She made me want to learn more.

I understand why the newer teachers get fired more for budget reasons; however if they do it to the point where it happens that badly they should move the teachers so that all schools have it to deal with it equally. Performance should be a factor, but seniority should be as well; there needs to be balance. I'm not sure how they could do that, but I'm sure they could figure it out.

We've got bases in dozens of different countries. We're giving money to multiple countries, because they need help. We're fighting two wars and giving weapons and training to Afghanistan and Iraq.

i know this guy who is a teacher, and i hate to say it but this guy is going to be a really bad teacher. he's 27 and never been laid. he stabs his personal life in the face when ever he gets a chance. he hates life, and is going to make his students hate it to. maybe they should fire teachers like him and not just based on how long they've been there

The whole education system needs radical change. The way it is right now, it doesn't really prepare kids for anything, except prison maybe, because that's all public school really is, a prison/babysitting service. The answer to fix educaton is always to throw more money at it, never to address how worthless the education the students are recieving actually is.

if they are gonna cut off the least experienced teachers then they need to move more experienced into the schools that lose teachers

@ztakn Agreed. And the least experienced one may be the best of the lot. It's tricky. The external evaluation protocols lack nuance. Subjective evaluations are open to extreme abuses. Can't please everyone and the best thing is to keep evaluating the evaluation itself. Progressive, right? Always seeking progress.

I think that you are right and that teacher tenure is a serious flaw in our educational system. Unfortunately this is one of the issues I have with labor unions, in this case the teachers union, and their stranglehold on the Democratic party. Living in an area that has some of the worst public schools in the country we see this first hand. The Teachers Union will defend tenure with their dying breath and use the Democratic Party to do it. As a Democrat, this is my #1 complaint with the party.

I'm with you Ana, I've had some very BAD teachers, that really "called it in", and they had tenure, so they didn't care. I even had a teacher that only used the chalk board once the entire year.
I don't get tenure, Job security should be based on performance only, not a policy that locks in teachers for seemingly performing well for a few years in the beginning.
Imagine if every job was like that?

This happens in a great deal of other areas as well. GA for starters where I live and good teachers get fired because they are new to the school. Even in rich areas.

My sister is an instructor at a beauty college. She does a better job for her students by putting a lot of time and effort into her classes and make them fun! Shouldn't beauty be fun? Anyway, other teachers' students are jealous and she thinks that the school will make her be boring and tired just like them. Nobody's getting fired, so it's not the same context as this; but still fucked up. Seniority is lame, change is good. First :D
