In Japan,the character is named Vega,derived from the star of the same name.However,during localization of Street Fighter II for the English language market,Capcoms USA branch felt that the name sounded non-threatening to USA audiences for the game's final boss, and was more suitable for the Spanish cage fighter Vega. At this same time another concern arose that the name of another character, Mike Bison,conceived as a parody of real-life boxer Mike Tyson,would be a legal liability for Capcom.

@erikgamesful In japan those are the correct names. M.bison was originally Vega and Vega was Balrog and Balrog was Mike Bison. They switched Vega and Balrog because Vega was a better name for the Spanish fighter and then they switched Balrog and M.Bison because they were afraid of legal issues since Mike Bison is a parody of Mike Tyson.

technically this game only has one new charecter just a new look for akuma i guess hes better then shin akuma and transended more then just humainty again. evil ryu has been done alot just a new look for him yun and yang still fun to play as but as per street fighter 3 they made their mark more so in 3rd strike and the one before that the very first street fighter 3 were basically just names and costumes same moves. but wait till more dlc comes and this becomes turbo added to the title.
