You say the Qur'an was not written yet, but what does Qur'an mean?... The Recitation. The Qur'an was already in existence before the revelation. Iqra can mean read or recite, it can mean proclaim. It is a word with varying meanings and in this case the prophet(pbuh) interpreted it to mean read,hence his response.

Recite means say what you hear ! Iqra means PROCLAIM say meaning tell your people what you hear.
