He basically saying the same thing as everyone else, albeit with the usual Russian to English translation. Looks like everyone agrees its a matter of WHEN to cut off further stimulus to their own economies, just that its a very important WHEN.
What monitory system he is talking about? What I know existings are whole bunch of book cookings for huge bonuses or briberies. People can have many better ways to trade and exchange efforts, they don't need manipulations from elites who cyclically need cashflow shortages and credit crisises.
