go to Sue's Secret Kitchen, use one of the fridges there to make food, then click on the food table and select submit food, make sure there are 4 sims or it won't start.

you need to get to cuisine level 5 in freetime to unlock it, then go on walk or call a taxi, it should be under Hobbies
