@flanksteak2 I can't speak to that as I'm not a lines-man, but I suspect they look for cable-frey / signs of wear and when they get to the towers I expect they check-out the spacer / isolators...
@sonconmas if you watch at the start, he puts the hot stick(metal rod) on the line, making the metal suit around him the same voltage, then while the stick is on, he clamps a lead on to do the sticks job while he climbs on. and in reverse when he gets off the line

No need for a hot suit, just rubber gloves and sleeves. You can still can draw a pretty good arc with a screwdriver and a insulated bucket truck!
