We did that after WW2, when we laid out the red carpet for dazzling german jewish physicists and economists. Now we aim to remain competitive by drawing Indian and chinese engineers.. well, in order for microsoft to hire, they need more engineers. america is not graduating enough engineers and scientist.

When Bill Gates appealed the Senate for more H1b, there was no recession. However, in Jan 2009, the unimaginable happened and everyone was in trouble and therefore 10s pioneering companies including Microsoft was forced to let 1000s of skilled foreign professionals to go.
