I believe it would be a voigt fairground organ seeming how the design of the facede is similar to another voigt fair organ in the Assen street organ museum.
It says Wellershaus on the facade.

Indeed, it,s a Wellershaus 70 keys 1913 Always used on the Dutch fairgrounds by the Sipkema family after the Assen Museum now owned by mr.Ruud Vader
