it's not a penalty shot. the puck has to be on the ice surface for it to apply. Because it was on ozzie's back and not the ice it was a clean play.

Wings are gonna win!!! No question about that!!! The Cup will stay in D town.. Penguins will go home with out the Cup again. So sad.....NOT
