you have to select to replay a level and then you would have an option to choose an outfit. In order to replay a level you have to finish the whole game first.

To do so, you must've finished the game, so you could be able to replay the levels. When you've selected a level you want to replay you have the option to choose on outfit to play with.

To unlock the outfits you must've collected all relics.

To wear an outfit in the mansion, just go to Lara's wardrobe. To play in outfit in the game, beat the entire game, then replaying a level will allow you to choose an outfit and difficulty level. I hope this helps :)
