If you press down on the neck with the left arm...then it is a crank. Their maybe some wiggle room if you do similar to Matt style, putting pressure on the sure. Every good wrestler knows the counter to this move. I'd check with your sensei or local ref before using this move though. Nice video; surprised me.
Yes it is a half nelson. I recon if you were quick enough you could get it passed the ref. I think its border line illegal as the others have said its a neck crank.
@judokevin001 No its definitely a quarter nelson. In the video Matt empathizes the pressure on the shoulder. With the quarter nelson you over lap your hands at the head/neck so its more of a crank. In this video his right hand is on bicep. His right elbow seems to be pressed against his partners shoulder/upper rips pressing in. It appears he just 'rests' his left hand on uke's head. I think with this slight variation it puts pressure on the shoulder instead of the neck. I'd check first.

@Iamartinthevil this move is legall in competition and its pretty easy to avoid by putting your head in the ground, than tori cant bend you over.

That a quarter nelson. It is used all the time in American folkstyle wrestling. The BJJ guys here use it too.
It is arguably illegal in Judo though because is forces his head into his chest as a neck crank.

There is a great transition to this when you get front arm hooked. You can sit out and transition right to it.
