I had this problem and following the steps in this video my CPU usage has amazingly dropped from 100% down to between 5 and 20%.

I'm running Win7 Professional 64bit on Fujitsu S6410 (Core 2 Duo 2.2Ghz) with 4GB RAM.

@nawazsucks i dont have the Expand System Cooling Policy tab under Processor Power Management. Under my Processor Power Management tab there is> minimum and maximum process state. both of the tabs under PPM can be changed to what ever percent setting you want it on...i have a toshiba satellite l755 running windows 7 Home. same problem as @smart2click ....please respond

I spent several weeks in finding solution for 100CPU usage. I had passive cooling policy. What is interesting is that my CPU problem rised when I add extra RAM. Before that my RAM was always near 100% and processor never near 100%. When I added RAM, my processor become limiting...Until now, I was looking for problem in RAM and software... It seems that you solve my problem. Now it is like Formula 1. :) Thank you very much! :)

I get dissconected from my wireless and in resource moniter my system interrupts take up 80-90% of my cpu. When this happens the only thing i can do to end it is restart.. upon restart i get blue screen error.. seems to only happen when system interrupts take up most of my cpu and it goes away after about 5-10 boot attempts.

Does anyone know why windows 7 is doing this.. its a download copy of windows so maybe i should try different download of it..

Seem to have solved my issue. It does make sense as my desktop is fine with Windows 7 while my laptop kept on going to 100% usage.

Although still early, it seem to have solved my issue. Will keep you posted.

@dellex6 It's possibly the Processor overheating, or the cooling policy is at passive. To change the processor cooling policy from passive to active, go to Start > Search for "Power Options" without the quotation marks, click on "Change Plan Settings" and it goes directly to the power settings. Click on "Change advanced power settings", scroll down to processor power management, click the + symbol to expand and click on "Processor Cooling Policy", and change it from Passive to Active. Pt 2 belo

@WinVistaUser2 click OK to exit, and click Cancel on the "Edit Power Settings" screen and close the Control Panel. Also, to remove the old thermal paste and to add new thermal paste on the processor, power off your laptop, disect the daylights out of the laptop, find the processor, remove the heat sink, and to remove the thermal paste, use Rubbing Alcohol and Q-tips. Make sure you wear latex gloves prior to clean off the processor and put the new paste on and do the reverse steps.
