Well it shouldn't matter, the navis followed the old megaman series. Bass is the most powerful, followed by Megaman who lacks direct power to allow incredible potential (weapon acquiring seen by the soul union/crosses and to some degree style changes). Protoman is equal in power to Megaman and the other Navis lag behind even though at first appear to be more powerful (soul unions beat navis = boss' weapons beat other bosses). Zero appeared too, but I didn't see; he should still be the strongest.
