This has been going on for at least a dozen years. When I lived in No Ho parking enforcement was there every week 10 minutes before the no parking time started. They were there to ticket any car that was accidentally left on the street by some resident who forgot it was "street sweeping" day. The street was swept about once a month or so, not every week as posted. Parking enforcement was targeting residents of the neighborhood.
