WHEN Slovenia and Croatia wanted independence in 1991 GERMANY Hans Dietrich Gensher said very smart move we recognize you Dec. 23 1991 --> start of Yugoslavian civil war. When Kosovo wanted independence they bombed Serbia 1999 to give Kosovo(Albanians) independence When Montenegro pressured by USA went on referendum for independence they recognize them. WHEN SERBIAN REPUBLIC in Bosnia wanted independence they spread lies SERBS want war.

Integrity of that consil was wasted when they recognised borders drawn by Stalin, then again when UN soldiers let Srebrenica happen. Russia is not setting things right.
